The formulas

X% of Y = (X ÷ 100) × Y. X is what % of Y = (X ÷ Y) × 100. Percentage change = ((new − old) ÷ old) × 100, where a positive result is an increase and a negative result is a decrease.

A note on zero

You can't divide by zero, so "what percentage of Y" and "percentage change from" both require a non-zero starting value. This tool shows a clear message if you try that instead of returning a meaningless result.
